The new Statutes of the Association of Travelling Art Exhibitions limited the eligibility in the Council of the Association to its founding members thereby excluding young artists from an active role in the association. The artist's right not to send the work to the provinces was revoked. As a consequence of this conflict Viktor Vasnetsov and Il'ia Repin (for the second time) left the Association.
